Navigator does support it (at least on Unix...) and byte-range support is
a part of the HTTP/1.1 spec and was a part of a previous seperate draft
standard.  One HTTP/1.1 server that supports it is Apache 1.2.  There are
a number of HTTP/1.0 servers that also support it.
