Have you read over the discussion of the mailto: URL in
"Supported URLs" in the online H)elp?  That would be the basic
place to start.

Lynx has code that performs the functions required to send
Internet mail, just like Pine.  Pine also lets you read mail,
which Lynx doesn't.

"How it works" could be described at lots of levels -- It's not
clear what you already understand and what you need to learn
from that question.  You might want to check the "Intro to the
Internet" tutorial literature that you can find in various places
on the Web.  Try searching for MUA and MTA for discussions of
how Mail works.
