I would suggest that the best way would be to use a tn3270 or telnet URL.
These older protocols are more suited to push updating and controlled
physical layouts.  HTML was intended to dissociate content from format
and HTTP was designed for a quick in and out connection.  Both are growing
back to do everything protocols, but that doesn't necessarily mean they
are better than the traditional ones.

(In particularlar, columnar menus don't work well in Lynx - I would expect
any more complete implementation of frames to treat cols= as a synonym
for rows= in frame elements.)
