LYNX-DEV default bookmark location

I'm not sure this if is the right place to post this, but I'll ask
anyway...

I'm running Lynx 2.7.1 under Windows95.  For some reason, my bookmark file
is defaulting to my /Windows/Temp folder.  I'd rather not have it there,
but when I move the file to another folder or specify another location by
changing the appropriate line in lynx.cfg, then I get no bookmarks at all
when I use Lynx.  Anybody know how to deal with this?
