The first thing I feel is important is to ensure that user input is not
discarded. If we intend to overwrite a value, warn the user of it and tell
them not to modify it without good reason.

I personally want to install the help files in a convenient location for
serving via html. I do not insist that this be supported, but if I tell the
lynx.cfg where I _intend_ to have it, and do a make install-help (or some
such) to generate the help files as they should be, I shouldn't have lynx.cfg
changed. Assume that if I do this, I wanted to, for whatever reason. If I
don't change (or otherwise specify) where I want helpfiles, then the current
method seems fine.
