to follow up on what Kenneth Shaffer said:

Two things you might check:
- confirm the lynx.cfg with the setting is being read.
- is NNTPSERVER set in your environment before you get to it?
lynx.cfg "will not override an external setting" of this variable
It is currently working in my Win32 instance, 2.8pre.5 or so. FWIW
