Since the program creates .lynxrc or its DOS equivalent when you
change an option interactively through the o)ptions menu, I am
not sure you need to know.

In DOS. Either in autoexec.bat or lynx.bat.

For things like STARTFILE that you _should set_ to a local file
you need to rewrite the paths to the files as file: URLs which
will _not_ take DOS file-path syntax except that there is a colon
used with the drive letter, viz:
STARTFILE:file://localhost/c:/path/to/ly_start.htm
When you have a local STARTFILE and HELPFILE working, you are a
certified Lynx installer.
