Thank you for your thoughtful comments.  These are just my
observations as an observer with some history.  I am forwarding
this to <address@hidden> which is how to reach the developers,
actually.

As far as the interaction of <p> and <li> there _have_ been some
recent cleanups in LI formatting that are likely involved here.
There are? public copies of 2.8 around somewhere so you could
operationally check to see if the problem is still there without
installing the program.  Sorry, I am not competent to point them
out in detail.  Of course this doesn't absolutely guarantee that
what it does with <p> is what you want it to.  That is not fixed
by HTML.

the <center> tag is handled in Lynx as illegal and approximated
with <div align=center> semantics.  Lots of people complain about
how this interacts with <PRE> and TABLE.  That is not likely to
improve, as making assumptions about effects of <CENTER> in
combination with <PRE> is ... well, outside what the HTML spec
give one rights to expect and TABLE is a know area where Lynx
can't cope, so what you have is dealing within the context of
workarounds and that doesn't give you room to make things
perfect.

This is just IMHO -- no consensus status implied, but as far as
CENTER is concerned, the Lynx answer is, I think, going to be
"Don't use CENTER, use HTML" for the foreseeable future.
