I thought the last time this was discussed someone was going to investigate
adding the feature, but disabling it for anonymous setups.  We already have
a variety of flags to turn off and on features on a site wide basis.
Seems like it would be simple enough to make this yet another one.  Perhaps
even make the default to be turned off, but with a configure flag to
change that default .
