lynx-dev SUFFIX+VIEWER set to invoke tar

What I did and what it does:
----------------------------

I added to lynx.cfg:

 STARTFILE:../../../index.html

 SUFFIX:.tar:application/start-tar

 VIEWER:application/start-tar:date /t

I set my default directory to the location of the lynx.exe and lynx.cfg
files. Then invoked lynx. I followed the links to a .tar file which I
selected.

It displays:

 application/x-tar  D)ownload, or C)ancel


What I expected:
----------------

I expected either:

 application/start-tar  D)ownload, or C)ancel

or for it to display the date. Since it displayed the
file I specified for the start file in the lynx.cfg I
presume I am getting the correct config file.
