either such users are equivalent to anonymous users

i suspect a lot of `freenets' are taking a free ride
on the volunteer efforts of Lynx developers:
i'ld like to hear from a current/recent Lynx developer
who also runs an anonymous/restricted (as above) system.
if freenet/library managers don't contribute to the development effort,
the real-life answer to your question is obviously `Yes'.
