lynx-dev Question about BASE HREF alert

I am seeing the following when I do a trace using lynx 2.8.1dev.2:

SGML: Start <BASE>
HTParse: aName:file:/home/lwv26/public_html/   relatedName:
HTParse: result:
HTML: BASE 'file:/home/lwv26/public_html/' is not an absolute URL.

Alert!: HREF in BASE tag is not an absolute URL.



Can someone tell me what this msg means?
