lynx-dev CJK broken in Lynx 2.8.2dev.17

Apologies if this has already been reported.  I am not reading the
list, nor do I have time to debug.  FYIO.

Japanese support is broken for "http://www.synnex.co.jp/regist.html";,
upon cursory examination a "valid page" using sjis character set.  The
same page is rendered correctly by Lynx 2.8.2dev.8.

Lynx 2.8.2dev.17 was compiled:

I had been using dev.15 for a week or more without problem, so there
MAY have been a problem introduced in dev.16 or dev.17.  At least I
would look there first.  It is likely I will not read lynx-dev for
a week or more.  LP or other developers may write to me at "nelsonhe@
nara.kindai.ac.jp" (NOT to the address this post comes from), and I
will TRY to work with you  -- no promises, however.
