it sounds as if you are looking for a speech synthesiser:
have a look under  http://leb.net/pub/blinux/ , which has software;
more generally, try  http://leb.net/blinux/  (NOT the same as the first)
or  http://www.hicom.net/~oedipus/ , which offers many resources.
if those don't help, there are some e-addresses of volunteers
