lynx-dev lynx DOS port under Windows 3.x

Subject: lynx-dev lynx DOS port under Windows 3.x

The DOS port compiled with WATT-32 now works in a DOS window under
Windows 3.11 and Windows for Workgroups 3.11. It still needs its own
packet driver and does not use any native winsocks. It has only been
tested with Toni Lopez's DOSPPP. This does fill a void for those running
Win3.x, who previously had to close Windows and go back to plain
DOS before they could run lynx. A patch for the help files follows,
reflecting current platform support. This also tries to make the
comments in the two help files more similar. Patch is against dev.3.
