Because lynx.cfg has become unwieldy.

Because not all programmers are adept enough or care enough.

Because some options are deemed experimental or coupled to experimental
code, and/or require a level of proficiency beyond the average user.

Because some options are frivolous and best not even compiled into the
binary, meaning that the setting in lynx.cfg has to be preprocessed out,
or an explanation must be added to say that the option may not be
available in a particular binary.
