The licence text in the CERN proxies sources, which I believe is the same,
basically says this is in tbe public domain to the greatest extent that
it is possible to put it in the public domain (many countries do not
allow copyright to be abandoned, and works don't become truly public
domain until 70 years after the death of the author).

Do not use this paraphrase for making any critical decisions.
