Er, whose site? Since lynx development is fairly decentralized, there
are several (or many) places to pick up Lynx executables.

I just duplicated your attempts with IE4 and WinNT and downloaded my
recently-built version in a few seconds (of course, I always use Lynx
to download the latest version--you'll have to suffer with IE or NS for
your first try, unless you use wget).

Do you mean Lynx on Linux? You should be able to do the simple UNIX
compile and go with this:
(unpack zip or tar.gz or tar.bz2)
./configure
make
make install
Get the source code from http://www.slcc.edu/lynx/current/ or a mirror
site.
