1)  Of course to see what the "changes for dev.15" really mean, you'd have
    to download the "source."  Over this admittedly slow connection it now
    takes at least 30 minutes longer than before.  The usual advice is
    "use the patch."  This particular one would take more than an hour to
    download from here.

2)  What was _done_ was NOT what was discussed on the list.  Both Morten
    Bo Johansen and I agreed that the complete *.po files should only go
    into _releases_, not into the development bundles.  The "beef" about
    stub files was that "invalid" (by anyone's definition) ones were being
    included.  We also discussed that IF the complete *.po files were
    included, they should only go in the releases, most certainly not in
    the development source.

3)  "Valid" to you may mean "compilable", but to the user those files,
    which, by the way, remain in the sources, are less than valid.  To
    the user they are not only useless and meaningless, they only serve
    to create confusion as to what is available.

4)  What is being requested is that es.po, it.po, ko.po, no.po, pl.po
    and pt.po be removed from the po/ directory, and that stub files
    be included (not the whole *.po files) for cs.po, da.po, de.po,
    fr.po, nl.po, pt_BR.po, ru.po, sl.po, sv.po AND ja.po, AND for
    any other "valid" *.po files that are out there.
