Just a question - are we talking about a client reading data from a
machine serving HTML pages with EBCDIC characters,
or are we talking about a client whose native strings are EBCDIC, reading
data from a machine serving UTF-8 characters ?

It seems like if the strings potentially could have UTF-8 data in them,
regardless of what the client's native character representation is, then
the client need to somehow be aware of what kind of data is in the strings
before it can determine what valid sequences or values are.
