It is unable to connect, on the port specified in the URL, or port 80
or 443, by default, for http: and https:, respectively, to the IP 
address corresponding to the domain name that you have specified.  In
simpler terms, the message means exactly what it says.  (It may also
mean that it cannot connect to the proxy server that you configured for
it.)

If you really mean that it wont connect to any non-local site at all, it
probably means that your firewall doesn't allow web access.  You may have
a proxy server.  Unfortunately, if you are using Windows, that may mean
that your company uses Microsoft's proprietary authentication mechanism,
which, as far as I know, hasn't been implemented in Lynx yet.  In that
case, you will need to get the IT department to permit unauthenticated
access, or access authenticated with basic authentication, from your
PC.

Generally, I'm having to guess, though, as there is far too little information
here to do a proper diagnosis.
