That's an authoring/accessibility error, it requires fixing in the web 
page, although you are unlikely to get it fixed.

<NOEMBED> (which itself is a proprietary extension) is not intended to 
say hard luck, but rather to provide content that only requires support 
for HTML, not for plugins.
