try Cygwin (cygwin.com). Their lynx binary is built against OpenSSL.
They are stil at 2.8.7, compiling newer versions is quite easy though.
Just make sure to install openssl-devel (and libncurses-devel) and
compile with --with-ssl=/usr/lib.
