Yes, you can pass any character, but my understanding is that the
browser doesn't say in *which* encoding it is passing the URL.
Therefore, it can be UTF-8, ISO-8859-x or any other country-specific
encoding.

Wikipedia seems to have a clever mechanism that somehow detects the
encoding and/or tries to find a page that matches the given name.
But I just discovered:

It's really not an area in which I'm an expert.
