I don't believe we have many maps rendered in Turkish yet, so a short-term solution would be to just change the language in the database to "tr.UTF-8" so any recreations would go to the new language.

medium-term solution would be a kind of fallback as you described, but I fear this would take more development effort.

Actually, this leads me to another train of thought...

As far as I know we don't have a possibility on the web site to show all maps rendered in a certain language. We had a discussion about displaying the rendered maps on a slippy map but this seems to be an orthogonal issue to that.
