It should point to the section "Guidelines for Creating Packages"
of the homepage, but maybe your browser has an issue with that
kind of anchor positioning.

Usually it helps to click into the URL entry fried and to press
again the "return" key.

Also, you can just go to the menu entry "Creating Packages".
