Details:

According to the program help setting this option to 0 means no limit on
upload speed. It apparently works this way, but for some reason it has an
undesirable side effect, kademlia and overnet stop working with this setting.


They are not able to comunicate with peers with, and finally statistics on
this protocol show:

NOT enough online peers ,there maybe a problem with incoming upd packets

If you restart the program with this setting you get this result from the
beginning, being impossible to find any peer.

I don't know if the bug affects other protocols/plugins.
