ChangeLog: 

* rcs_import.cc: Don't include app_state.hh.
  (cluster_consumer, import_branch, import_cvs_repo): Pass around the
  database, project, and branch name separately rather than as part of
  the app_state.
* rcs_import.hh: Remove unnecessary includes.  Adjust prototype of
  import_cvs_repo.
* cmd_othervcs.cc: Include keys.hh.  Adjust call to import_cvs_repo.
  Some argument-checking code moved here from import_cvs_repo.
* README.encapsulation: rcs_import.cc done.
