Changelog: 

* with the help of Joey Hess I found out that the --wrapper=path/to/ikiwiki.cgi
  option  creates a somewhat rotten cgi binary with path problems, we're using
  now the standard way via the setup file and the --wrappers option
* remove the trailing slash from the url of the wiki to avoid double slashes
