no. monotone's networking is all self-contained. if you want to send to a smarthost, you can select a connect address in a hook. otherwise we speak a very limited subset of SMTP, HTTP, and NNTP natively.
I'll probably add in a couple hook-type URL schemas eventually (patches welcome) but in general my philosophy with monotone is to build in everything it needs.
