I've previously tried to get monotone-viz compiled under MinGW and failed. Olivier has sent me a patch for the Makefile which I've not yet tried. If this didn't help, I was planning to try compiling under Cygwin. Since you've tried this, could you maybe say where you got to/what went wrong?
