on importing CVS with monotone version 0.17

Just a small bugreport. You're probably overwhelmed with
the current attention now that you've been mentioned on the
linux-kernel-mailing-list by top penguin Linus Torvalds but I'm sending
it anyway. This is certainly not critical to me, and I will try and
report if a new version of monotone shows up on the website.

I was trying to import a 13MB CVS repository from an unfortunately
proprietary application of my employer. The CVS repository is maintained
on an ancient RedHat 6.1 machine with CVS version 1.10.6 so it is
entirely possible that the RCS files have some oddities, although using
them with newer CVS versions never was a problem. In the repositories
are text files with 'ISO-8859-1' diacritics (so not UTF-8 compliant) and
some binary files. It includes some branches (I think monotone is right
with '4'!) and also some deleted files (so 'Attic' constructs). The most
heavily modified files have a few hundred changes. There are a lot
of verbose changelogs.

The import was tried on an up-to-date Debian GNU/Linux 'unstable'

The command used:

monotone --db=edicon.db --branch=nl.intercommit.edicon cvs_import
