Oh, that!  There was a period when that happened to me while working
with monotone as well, when I pulled net.venge.monotone* and there
were propagations or something coming from some other branch.  Since
those were branches I wasn't interested in, but the revisions were
necessary to have the complete history, monotone simply discarded the
"offending" branch certs (and yes, it means that there were a number
of revisions without any branch in my repository).  When that
happened, I got exactly the error message that's shown in that thread.

That's at least as far as I remember it.  It's been a few months now,
and my remember-events-in-monotone cache is small and easily replaced
:-).
