It's easily solved. Monotone could just redistribute the appropriate
GnuWin32 tools:

GnuWin32 is a collection of native Win32 ports of GNU tools.
The tools don't need Cygwin, and they don't stick their head in the
sand and pretend drive letters don't exist.
Just be sure to rename the tools, say by adding "mtn-" to the front of
the program names, so they don't collide with anyone else's stuff on
the path.
