Windows does not treat file names as blobs and neither does Linux. Windows uses UCS-2 and recently also UTF-16. And Linux does not treat file names as blobs either, since AFAIK you cannot use say UTF-16 because of embedded \0.

Things could be improved on Windows by using wide char versions of calls and converting the result from UTF-16 to UTF-8 for monotones internal use. But that would mean dropping pre-NT Windows compatibility.
