Already changing my own proposals: Introducing a third "B" type, changing the meaning of "C" to "backwards-incompatible change" and setting "B" to "backwards-compatible change".

Between 3.0 and 3.1 stdio was changed to accept options. The syntax for stdio was extended without changing the backwards compatibility.

So, if the release coordinator encounters either only "A"'s or "B"'s, he'd do a minor increment, otherwise he'd do a major increment.
