For this purpose, it might help to know what system everyone has.
I have Windows MinGW, Windows Cygwin, and Debian i486. And RedHat, if we
really need it.

There are several failing tests on main, so I suggest we branch from
t:monotone-0.47 for this purpose. That passes all tests on Debian, and
only a couple known failures on MinGW (haven't run Cygwin in a while).
