I'd rather like to avoid db migrations between 0.99 and 1.0, but I think
this one is very reasonable. So go ahead and merge your branch into nvm.

The current version numbering scheme doesn't make it clear whether pure
db migrations are allowed (http://wiki.monotone.ca/RoadMap/#index2h1). I
think they should be allowed and I'll change the section accordingly.
