Had some difficulty reproducing it, but...

Open a new file, type this line into it:
this is one line

Then save it.  Open it again (so the undo stack is empty),
then go to the start of the line, and type:
xxx  <End>  xxx  M-U.
Failure.  The line now says:

s is one linexxx

A second M-U says there is nothing to undo.

Doing two edits in the same line sometimes apparently mixes up
the undo trail.
