[Nano-devel] fixing a possible non-functioning ^S keystroke in nano

Hello package maintainers,

Please apply the attached patch to nano-4.0, to correct a possible
non-working ^S keystroke on some systems.  Unlike the commit message
suggests, it is not just ARM that is affected, some other machines
are too.  My apologies for the inconvenience.

(Version 4.1 will be released in about two weeks.)
