Hi,

The CVS repository that was located at nevrax.org was moved to
Savannah at http://nongnu.org/projects/nel/. 

The primary reason for this change is to grant CVS write access to NeL
contributors external to Nevrax. The previous CVS tree was read only
except for Nevrax employees, the current CVS tree is read-write to
anyone willing to contribute to NeL in a way or another.

The policy regulating contributions to NeL was significantly
relaxed. The new rules can hardly be simpler : people sending valuable
patches will be granted CVS write access. The question that
immediately pops in mind is : what's a valuable patch and who is going
to decide ? As long as a contribution does not break existing
functionalities and does not impose an architectural change, it will
be considered interesting and acceptable. Nevrax team leaders and Loïc
Dachary will process the contributions: team leaders will figure out
if the change has an impact on the architecture and Loïc Dachary
will handle the rest.

Contributors works are accepted as long as they are distributed under
a license that is compatible with the GNU GPL. Licensing was discussed
extensively on the NeL list in the past monthes, copyright assignments
were proposed. It was concluded that works distributed under licenses
compatible with the GNU GPL offer enough guaranties to ensure the
legal maintainability of NeL in the long term.

The CVS tree migration, the contributions and licensing policy were
formalized as part of an agreement between the FSFE France and
Nevrax. It was decided by Nevrax's representatives that FSFE France
would be the official ambassador of NeL in the Free Software
