I would argue that there is.  If port 587 is silently blocked it would
add a delay to sending mail.

I think a more general solution would be to allow the user to configure
a list of ports ("tcp/smtp", "tcp/submittion") to try.  It would prevent
this from becoming a problem again in the future.
