Follow-up Comment #2, sr #108643 (project oath-toolkit):
Yes by updating gnulib with the new modules I could compile. fcntl() doesn't
exist in windows as far as I know. For locking windows has LockFile(), but
that does work only with its CreateFile() and friends type of functions.
However, according to
http://en.wikipedia.org/wiki/File_locking#In_Microsoft_Windows
byte-range locks are enforced by the read()/write() API in windows.
