Follow-up Comment #1:

If you are building from a tar.gz file there shouldn't be any cause to build
the documentation and invoke Tex.  This indicates there was a problem earlier
in your build.  To debug that it would be useful to have the whole log
starting from your untar, through configure, through make.

Otherwise, if you really were changing code and meaning to rebuild the
documentation then you will need a full install of Tex.  On Ubuntu systems the
file, epsf.tex, is in the package texlive-generic-recommended.
