Follow-up Comment #1, bug #32823 (project octave):

This has been discussed before.  The problem happens because there is no
global list of possible toolkits.  Graphics toolkits are appended to the list
when they are initialized, but that doesn't happen until they are actually
used.  This could probably be fixed, but it will require some reorganization
of the way toolkits are initialized.  I remember posting a suggestion about
how to do it, probably to the maintainers mailing list, but I can't
immediately find the message in the archives.
