Is this bug still a problem?  Using the following tip on the development
branch

parent: 14369:ba01a38bc5c1 tip
 Use internal bounding box in figure::properties::set_position.

I get all 4 figures plotted correctly with FLTK.  I think the following
changeset may have fixed this bug as well as #35430.
