Follow-up Comment #1, bug #38965 (project octave):

I cannot reproduce with 3.6.3 or 3.7.3+ on Linux, and circshift.m has not
changed at all between those versions. And I think it would not even pass the
tests with the behavior you describe.

I will have to try on my Windows machine tomorrow.
