Follow-up Comment #9, bug #38305 (project octave):

I can confirm that this "KGlobal::locale():" message is a bug/problem of its
own. I run another Qt GUI from terminal and I see the same message if I open a
file dialog, but it does not freeze. So this KGlobal message is a KDE/Qt
related bug... 

I only would suggest that KDE/Qt error messages should not appear in the
Octave terminal???

The file dialog freeze one the other hand is Octave specific and has something
to do with some QProcess blocking everything until it gets killed by some
timeout?
And my feeling is, that this has nothing to do with translations and such...
