Follow-up Comment #3, bug #39112 (project octave):
If you are doing a cross build, then I don't understand why
/usr/i686-pc-mingw32/bin should be in your PATH, or how that would be helpful
since the files that are installed there are supposed to be Windows binaries
that won't run on the build system.
Howerver I see that the gpg-error-config script is installed in
usr/i686-pc-mingw32/bin. That's probably an error. I think it should also be
installed as usr/bin/i686-pc-mingw32-gpg-error-config. Other packages may
need similar fixes.
