Follow-up Comment #1:

Confirmed.  The 4-argument form needs to be overhauled.  I just re-wrote the
1-argument form of spiags to make it Matlab compatible and about 20% faster
(http://hg.savannah.gnu.org/hgweb/octave/rev/190ef1764d30), but probably don't
have time to do this one.
